No I dont think so. I think it was straightened with heat.She has really soft curly hair, so a relaxer would straighten it, but would damage it too. I dont think you meant perm, beacause a perm would make it curly.
Perm means to straighten your hair in the Black culture. In the White culture it means to curl.
A relaxer on a child that young? Man, someone would have to be brought up on charges. *hates kiddie relaxers with a passion*
Chance’s hair was probably flat ironed. It’s nice and curly in a later photo of her wearing a police hat.
Perms for African Americans do not make your hair curly, it makes it straight!

A little late in this discussion, but still wanted to put my 2 cents in
Although in black culture we use the term “perm” to talk about straightening our hair it is incorrect. What we use to straighten our hair are relaxers: Dark & Lovely, Mizzani, Nairobi, Just For Me, etc etc…look at the box, read the instruction label, information…sodium hydroxide is a relaxer.
Perms, make straight hair curly. We should know the correct term to use even though as black women (and men) when we say perm we know what we are talking about but when you enter a crowd that is made up of other races not privy to the term and its associated meaning, “relaxer” should be used… but explain why we tend to use “perm” instead of “relaxer”…

im and african american and i have nice hair . it curls up when its hot outside and when its cold it gets very dark gold. and i get relaxers / perms whatever you wunna call it and it striaghten’ s my hair but like i waste my money on it cause i can striahten it & get the same effect

The baby is a cutie pie! Geesh, no reason to take focus off the little angel and compare her to her sisters, everyone’s too busy trying to decipher the child’s hair! If it isn’t about hair, it’s all about complexion….LOL @ the good hair comment!! When will our people liberate their minds?
